Senator JACINTA COLLINS (4:44 PM) —I have a very quick question for Senator Murray. I think it highlights the fact that, whilst I agree with much of his case, the case has not been fully developed. The case has certainly not been developed that it should be parliament which determines these matters. Is he aware, for instance, of the environment in which the 19 rate was introduced in New Zealand? Was there a transition arrangement? If so, how was it developed? Was it done by parliament? Was it introduced over time by the equivalent of their commission? Is he in a position at this stage to answer any of these questions? I suspect not. This is a matter for the commission.
