—Mr Acting Deputy President, as I foreshadowed in my speech at the second reading stage, I seek leave to incorporate the remainder of my speech in Hansard.

—I was just commencing chamber duty when this matter came up. Senator Campbell said to me that, if leave were granted, it would be appropriate for me to say that the usual courtesy should be extended by my being able to see it. If I can look at the end of the speech, I will grant leave. I will withhold granting leave until I have seen it.
