Senator BROWN (4:35 PM) —I understand it very clearly, but Senator Ellison made it clear that the government did not know whether it would be a benefit or a detriment to local government in sheer financial terms. Senator Kemp has now said that it is going to be beneficial to local government. Can he give the figure for the benefit? Can he give the percentage benefit? He will not give either, because he simply does not know it; he has no idea. But I might put it in simpler terms to the minister. Can he give a guarantee, a commitment or an assurance that no local government is going to be worse off in terms of its ability to service its community because of the GST?
