Senator BROWN (4:32 PM) —I am pleased that Senator Kemp has come to the bench.


Senator Robert Ray —I can't second that.


Senator BROWN —We are about to test Senator Ray's interjection there. In terms of the impact of the GST on local government, can Senator Kemp give that to us either as a percentage of their financing for a year or in terms of expected revenue collection? Senator Ellison told us that the government does not know. I do not believe that. We have seen extensive claims about how much money is going to be raised by the GST, and it is impossible for those figures to have come to be without there being an assessment of what component is going to come from local government, for example. That will be a sizeable part of the collection of revenue. So I ask Senator Kemp, the expert for the government in the field, to give us those figures. Could he also give us a little more insight into how state and territory governments are going to withhold revenue from local governments in the event that they default on GST?
