—I asked two questions, and I thank the minister for attempting an answer to one of them, the last question, although, as I recall his remarks as he concluded his answer, they were `this gives an indication that' the states were agreeable to the change. With respect to that last question, I ask, specifically, whether the states consented to the change following consultation. I ask the question in those terms so as not to deduce from some action but rather ask whether there was a specific proactive `yes' following informed talks between the Commonwealth and the states. Then I remind the minister at the table that my other question related to amendment No. 7: what constitutes a change of an `administrative nature' for the purposes of maintaining the integrity of the GST base or to prevent tax avoidance?
