Senator BOLKUS (12:05 PM) —I seek leave to move opposition amendment No. 11, with respect to world heritage values—


The CHAIRMAN —Just tell me which numbers.


Senator BOLKUS —I note that the Australian Democrats are sitting there like sideshow dummies saying absolutely nothing this morning.


The CHAIRMAN —Order! You are out of order. Just tell me which item you are seeking leave to have put and I will deal with that.


Senator Brown —Madam Chair, I rise on a point of order. I would like you to tell the committee what standing order prevents a senator from explaining in a simple term like that what amendment we are dealing with, not to speak of listeners right around this country trying to make sense out of this debate.


The CHAIRMAN —Standing order 142 indicates that the time for debate has expired. Therefore, all you are entitled to do is stand to seek leave for the particular number of the amendment you wish to have considered. That is the way I am ruling.


Senator Margetts —Madam Chair, on a point of clarification—


Senator Faulkner —Madam Chair, I rise on a point of order.


The CHAIRMAN —Senator Margetts has the call.


Senator Faulkner —No, she is taking a point of clarification, whatever that is.


The CHAIRMAN —I thought that was probably the equivalent of it. Senator Margetts is seeking the call and I have given her the call.


Senator Ian Macdonald —Good ruling!


The CHAIRMAN —Senator Macdonald, I do not need any comments. Thank you.


Senator Margetts —Madam Chair, we have our amendments down as amendments. Earlier you demanded that we explain which clauses they referred to. Now you are saying we should not explain what they refer to. You did two things: firstly, you demanded we explain what our amendments were and, secondly, you said we cannot. I am sure which one—


The CHAIRMAN —I am sorry if you misunderstood. I am demanding just the number of the amendment that you wish to put.

The CHAIRMAN —Order! Senator Ray and Senator Hill, there is enough noise in here without you two contributing further.


Senator Faulkner —Madam Chair, I rise on a point of order. I do not think you should have recognised Senator Margetts. She took what was a point of clarification—I mean, it is reasonable that she take a point of order, but I do not know about a point of clarification.


The CHAIRMAN —What is your point of order?


Senator Faulkner —That there is no such thing as a point of clarification and she should not have been given the call.


The CHAIRMAN —That is a spurious point of order. There is no point of order.
