Senator MARK BISHOP (6:19 PM) —You are correct to say that some of the problems with the venture capital sector and capital gains tax are examples of market failure. Of course they are market failures because of taxation legislation. I ask the minister: would it not be appropriate for the government to resolve its position on the issue of capital gains tax relief and solve the market failure by reference to the matter that causes it—that is, the legislation—as opposed to allocation of funds in a different way?
