Senator ALSTON (Communications, Information Technology and the Arts) (9:08 PM) —If the question was whether these rules would apply not only to the existing universal service carrier, being Telstra, but also to any other new regional carriers which might be designated as having responsibility in other regions, then the answer would be yes, we think it would have that effect. But there were a number of other reasons why I indicated that we did not think it was a desirable approach in principle to say that you can override the public interest where one party believes that it is necessary and if you do take that view that you have no choice but to do it. That is the effect of amendment 16.
