The ABA can have formal responsibility but it is helpful if it is supplemented by industry and community input. The NetWatch committee concept is designed to ensure that it is not left entirely to the bureaucracy, that people do have confidence that they can be involved at various levels and that there is a point of reference that can provide at least informal advice in the way that they would want.
