Senator ALSTON (Communications, Information Technology and the Arts) (12:47 PM) —If we were proposing to legislate in respect of datacasting in this bill, clearly we would need to have a precise definition. But we are not, and the context in which it is being considered at the present time is in relation to digital television broadcasting and seeking to draw a distinction that would allow not just free-to-air broadcasters but a whole range of new entrants to come into what would then be a contestable marketplace.

That has nothing to do with what restrictions we want to place on Internet content, and the current definition of Internet content in the bill does not refer to datacasting, and nor should it. But down the track it may well be that there are technology and other changes that make it appropriate to give that matter further consideration.
