Senator Tierney to move, on the next day of sitting:

That the Senate—

(a) recognises the commencement on 9 March 1999 of the National Youth Roundtable;

(b) notes that the 50 members of the roundtable, all aged between 15 and 24, give a cross-section of Australia's youth the opportunity to air their views on a variety of youth issues;

(c) applauds the broad cross-section of the community represented in the roundtable, with participants from indigenous, migrant, rural, metropolitan and disadvantaged backgrounds; and

(d) recognises the Federal Coalition Government's commitment to youth issues and intention to keep them at the forefront of our agenda into the next century.

Senator O'Brien, at the request of Senator Schacht, to move, on the next day of sitting:

That—

(1) The following matter be referred to the Joint Standing Committee on Foreign Affairs, Defence and Trade for inquiry and report:

The adequacy and appropriateness of the existing legislative framework and procedures for the conduct of:

(a) military boards of inquiry;

(b) military courts of inquiry; and

(c) Defence Force discipline.

(2) Without limiting the scope of the inquiry, the committee shall give consideration to:

(a) the needs of the Australian Defence Force in peace and in the conduct of operations within Australia and overseas;

(b) the constitutional and legislative framework within Australia, and particularly precedents established by the decisions of the High Court of Australia;

(c) the Judge Advocate General's annual reports; and

(d) other reports including, but not limited to, reports of the Parliament, the Commonwealth and Defence Force Ombudsman's annual report for 1996-97 and reports from relevant overseas jurisdictions.

Senator Tierney to move, on the next day of sitting:

1. Takes note of the astonishing performance of the Newcastle Knights in their 41-18 victory over the hapless Manly Warringah Sea Eagles in Saturday's double header.

2. Recognises the successful debut of Stadium Australia, which set a new world record rugby league crowd of 104583

3. Considers that it is a tribute to the former State Coalition Government that Stadium Australia will be the centrepiece of the 2000 Olympics which they secured several years ago.

4. Congratulates Multiplex, an Australian-owned construction company, which built this magnificent 110,000 capacity stadium, bringing it in before time and on budget.

Notice subsequently ruled out of order by the President pursuant to standing order 56.

Senator Brown to move, on the next day of sitting:

That the Senate—

(a) notes that Australia is the only country in the world that has recognised Indonesian sovereignty over East Timor; and

(b) calls on the Prime Minister (Mr Howard) to withdraw the Australian Government's recognition of Indonesian sovereignty over East Timor.

Senator Allison to move, on the next day of sitting:

That—

(1) A Select Committee on Superannuation and Financial Services be appointed, with the same functions and powers as the Select Committee on Superannuation appointed by resolution of the Senate on 5 June 1991, and reappointed on 13 May 1993 and 29 May 1996, except as otherwise provided in this resolution.

(2) The committee inquire into and report on:

(a) the adequacy of the tax system and related policy to address the retirement income and health care needs of Australians into the new millennium;

(b) strategies for building more effective national retirement income and long-term saving outcomes;

(c) reforms that could be implemented following the completion of the Superannuation Guarantee Charge phase-in to 9 per cent;

(d) the taxation of superannuation, particularly the Superannuation High Income Earners Tax Surcharge legislation and alternative payment mechanism; and

(e) the adequacy of consumer protection mechanisms for banking and financial services, other than securities, and the operations of the Australian Security Investment Commission.

(3) The committee have power to consider and use for its purposes the minutes of evidence and records of the Select Committee on Superannuation appointed in the previous three Parliaments.

(4) The committee consist of 7 senators, 3 nominated by the Leader of the Government in the Senate, 3 nominated by the Leader of the Opposition in the Senate and 1 nominated by other parties or independent senators.

(5) The nomination of the final member to be determined by agreement between the other parties and independent senators and, in the absence of agreement, duly notified to the President, the question of representation on the committee of other parties or independent senators be determined by the Senate.

(6) The committee elect a member of the committee as its chair.

(7) The committee report to the Senate on or before the last day of sitting in June 2000.
