Senator O'Brien asked the Minister representing the Minister for Transport and Regional Services, upon notice, on 10 November 1998:

(1) When was Mr Barry Diamond appointed to the position of South East Regional Manager in the Civil Aviation Safety Authority (CASA); and (b) did that appointment require Board approval or endorsement; if so, when was that approval or endorsement given by the Board.

(2) What position did Mr Diamond hold in CASA prior to this appointment.

(3) (a) When did Mr Diamond resign from the position of South East Regional Manager; (b) what was the reason for his resignation; (c) did the Board formally note Mr Diamond's resignation; if so, at what Board meeting did that occur.

(4) (a) Did Mr Trevor Burns replace Mr Diamond as South East Regional Manager; (b) when was that appointment made; and (c) did that appointment require Board approval or endorsement; if so, when was that approval or endorsement given by the Board.

(5) What position did Mr Burns hold prior to this appointment.


Senator Ian Macdonald (Regional Services, Territories and Local Government) —The Minister for Transport and Regional Services has provided the following answer to the honourable senator's question:

(1) (a) Mr Diamond was appointed on 20 December 1995; and (b) No, the appointment was made by the Director of Aviation Safety.

(2) Middle Manager/Senior Specialist Flying Operations Inspector Grade 2—District Flight Operations Manager, Moorabbin District Office.

(3) (a) Mr Diamond resigned with effect from 30 June 1997; and (b) a range of reasons were cited including employment opportunities in the private sector.; (c) the Board did not formally note Mr Diamond's resignation, and was not required to. Matters relating to Mr Diamond's resignation were, however, discussed at the CASA Board meeting of 23 May 1997.

(4) (a) Yes, as an interim arrangement pending a reorganisation of CASA's field structure; (b) the appointment was approved by the Director of Aviation Safety on 23 June 1997; (c) No.

(5) General Manager, Personnel Licensing Branch.
