Senator MARGETTS (12:03 PM) —I would normally ask leave to move the Greens (WA) amendments Nos 1 and 2 together, but we have seen opposition amendment No. 1 incorporate part of the Greens (WA) amendments. So I will be basically asking for the chamber to consider agreeing to Greens (WA) amendment No. 1. This is different in that it actually asks that nothing in the act is to be taken to authorise the construction or operation of a nuclear fuel fabrication plant, a nuclear power plant, an enrichment plant, a reprocessing facility or a nuclear waste storage or disposal facility.

Considering the government has made statements on a number of these issues, especially in recent times on waste storage, disposal and so on, then I am sure it would have no problem at all in agreeing to this and indicating quite clearly without any doubt that this is not what this legislation is meant to, or can, be used for in the future. Therefore, I commend this amendment to the chamber. It makes it clear and unequivocal that this legislation cannot be used simply to allow a CEO to rubber-stamp an authority or a licence for any of those mentioned facilities.
