Senator MINCHIN (Industry, Science and Resources) (1:55 PM) —Again, I think we are allowing some flexibility in this new regime on space regulation to ensure there is some flexibility for the government. I outlined to you two instances where it may be that the minister of the day wishes to grant an exemption to what are otherwise binding requirements. I gather my office has talked with the Democrats about other instances; I do not have any others off the top of my head. We can get further research on that if you like, but it is really just to ensure that there is a mechanism by which, if circumstances arise that dictate the need for an exemption, that can occur. We think it appropriate; the minister is still bearing a considerable burden of responsibility and, in so doing, I would not have thought it would be done lightly at all. But we think it is important in developing this regulatory framework that there be some flexibility to allow for unexpected circumstances to arise where an exemption may be required.
