—My second question goes to the issue then of providing datacasting services across this range of potential infrastructures, if you like, specifically with respect to other providers of content who seek to invest in providing content, indeed through the digital spectrum, but who are not party to the arrangements by which the clusters of seven megahertz are currently being allocated. Can you explain to the committee on what terms and under what conditions will the digital spectrum be available to datacasters who are currently outside the scope of the seven megahertz allocations, and under what terms would they get access to this prior to the review being conducted?
