Senator ALSTON —Of international obligations. It is particularly important to ensure that legislation complies. Our view is that you have much more flexibility and confidence that you will achieve your objective if you go down this path. Do you want to see local cargo exempted in all states or don't you? We guarantee it by regulation. You want to put in place legislation that may or may not turn out to be valid. If you want absolute certainty, you give the same undertaking that we give. You go down that path, you put in a regulation making power and you allow that regulation to come into force as soon as possible. That is the only way in which you will get certainty. If you do not want certainty, you are simply playing games.
