Senator ALSTON (Communications, the Information Economy and the Arts) (9:56 AM) —I am saying that that is simply the most visible aspect of what will be an across-the-board exemption for local cargo. Tasmania was particularly concerned. Mr Reith had discussions with the Premier, who agrees that regulation is preferable in these circumstances and, because you cannot discriminate between states, the benefits will flow through to the other states. So all states will get the same benefits; it was just that Tasmania was the one that was most visible in raising its concerns.
