Senator NEWMAN —Yes, there are some female shearers now, aren't there? If there is no extreme family breakdown, the young person could receive the at home or away if appropriate but subject to the parental means test. The circumstances are that if there is extreme family breakdown then the young person would be deemed to be eligible because of independence criteria. The safety net is there, but the opposition's amendment is just extending the clause too widely.
