Senator BROWN (7:31 PM) —I move:

That the House of Representatives be requested to make the following amendment:

(5) Schedule 2, item 8, page 127 (after line 12), after subsection (11), insert:

Unemployed people aged 18 years or more

(11A) A person is independent if the person:

(a) is at least 18 years old; and

(b) is not undertaking full-time study.

The effect of request for amendment No. 5 is to reduce the age for students from 25 as in the government legislation to 21. We are not going to get any alteration from the government. The Democrats have already tried to amend this. I prefer the Greens (Western Australia) amendment which would reduce the age to 18. I will not pursue this amendment, nor will I relent on the justice of the amendment as against the government's legislation.
