Senator MARGETTS(9.47 a.m.) —I would like to point out to the minister that research these days has a fairly broad application. It can, in fact, be research for commercial purposes. We know what the Japanese mean by research for whaling. We also know that in Western Australia there is commercial exploitation of things like smoke bush. Basically, the Department of Conservation and Land Management is selling off native plants for their genetic lines for commercial exploitation.

So the reality is that it is a far too broad application. Under the broad heading of research we may end up having research for commercial exploitation, research for mining and all sort of research being okay and, as the minister suggested, indigenous Australians being held on criminal charges for undertaking their traditional activities.
