Motion (by Senator Stott Despoja) agreed to:

(a)   That the Senate notes:

   (i)   that for 3 days, from 26 November 1997, the National Children's and Youth Law Centre and the Central Australian Youth Justice Organisation will be conducting `Three Days of Action' in Alice Springs, to highlight what they are calling a `human rights emergency',

   (ii)   the `human rights emergency' is a result of the Northern Territory's mandatory sentencing legislation which came into effect in March 1997,

   (iii)   the Territory legislation compromises Australia's standing in the international community and contravenes international law,

   (iv)   the legislation also compromises the independence of the Northern Territory judiciary, and

   (v)   the same legislation runs counter to the recommendations of the Royal Commis sion into Aboriginal Deaths in Custody; and

(b)   calls on the Northern Territory Government to review this legislation.
