Senator HARRADINE(6.48 p.m.) —Given that the functions that should attach to the job of Merit Protection Commissioner have now been decided upon by the committee, I would have thought that that person would be as busy as a one-armed paper hanger with fleas. Under those circumstances, I would have thought that that person would have to be full time.

I listened carefully to what the minister said. He used the words `fully engaged'. I do not think that there is much equivocation there. I just confirm the view that is probably generally felt around the chamber that this job ought to be a full-time job. I am inclined to support the amendment that has been moved by the opposition, as circulated.
