Senator ROBERT RAY(5.51 p.m.) —I just ask the minister for an interpretation of what would happen if this amendment were carried and we had similar circumstances to when the head of the Prime Minister's department accepted, I think, $50,000 a year to head the Public Transport Corporation of Victoria and another $35,000 a year to be a board member of the Snowy hydro company. If our amendment was hereby carried, would that preclude arrangements being made in which those departmental heads could continue to top up their salary of $220,000 a year plus approve for themselves various entitlements—not go through the Public Service Commissioner for that particular one, but approve them themselves? I am talking about accommodation allowances, et cetera. Would this amendment moved by Senator Faulkner preclude that behaviour in future?
