Senator BOURNE (Deputy Leader of the Australian Democrats)(4.44 p.m.) —I first met Professor Doug Whalan very early in my parliamentary career when I was on the Scrutiny of Bills Committee. He came to assist us when the person who regularly assisted us was unable to be there. I must say that Doug Whalan was one of the most charming and delightful people I think I have ever met. He was a very eminent scholar and lawyer and very impressive in that he treated everyone with the same charm and ease. He was terribly easy to get on with.

Having been a member of the Scrutiny of Bills Committee, I am in the very fortunate position of being invited to breakfast once a year near Christmas with all current and many former members of the Scrutiny of Bills Committee. Doug Whalan always came to those breakfasts and he was always just the most charming, delightful, good humoured and lovely man to speak to. I will miss him a great deal at those breakfasts.

I am sure that not only this parliament but also the ANU will miss him. He is, in fact, a loss to Australia as a whole. In a lot of little ways that people would not have realised, his passing is a loss to this country.
