Senator ELLISON (Minister for Schools, Vocational Education and Training)(6.13 p.m.) —At the outset, I cannot say that those figures are accurate. The situation is that Dr Kemp did not stipulate to the states the amount of growth that would be funded or supported by the efficiencies; that is something which has been worked out with the states. I cannot say that I agree with that because that is still to be worked out.

In relation to the other question of costs, the part of the memorandum of understanding that Senator Carr referred to states:

Ministers note that decisions already in train which will impose costs are:

. . . additional VET places;

It goes on to mention the others. Those are not yet tested and again will have to be subject to bilateral consultation with the states.
