The PRESIDENT —Senators will be saddened to hear of the passing of Emeritus Professor Douglas Whalan AM on 10 October 1997. Professor Whalan was legal adviser to the Standing Committee on Regulations and Ordinances for more than 15 years and also acted as legal adviser to the Standing Committee for the Scrutiny of Bills for a period. He also participated in seminars conducted by the Department of the Senate.

Professor Whalan will be remembered for his great dedication to the legislative scrutiny committees and to the Senate, for his devotion to the various arduous working of these committees, for his very great learning, and for his good humour and unfailing courtesy. On behalf of all senators, I have extended condolences to his wife, Elizabeth, and his family. I attended his funeral service, as did the Clerk, the Deputy Clerk and Mr Cleaver Elliott.
