Senator BOLKUS(6.14 p.m.) —I move:

(16)   Clause 61, page 66 (lines 15 to 17), omit paragraph (d).

This amendment relates to the government's proposal to exempt quarantine instruments from scrutiny and make them not subject to disallowance. I do not think I have to say much on this, as I spoke about it in the second reading debate. No valid argument has been put forward as to why quarantine instruments should not be subject to disallowance. We believe they should be and, as a consequence, we have drafted this amendment.
