Senator BOLKUS(5.58 p.m.) —This particular proposal coming up at this time creates some problems, because it prejudges how the opposition amendments will go. If, in fact, the opposition amendments to delete the government's proposal to extend the available personnel to more than judges are passed, then there is no need for Democrat amendments Nos 4, 8 and 10. I seek the indulgence of the committee to defer those amendments at this stage, and to revisit them after the opposition amendments have been handled.
