Senator MURRAY(6.24 p.m.) —If I may respond through the chair, Senator Cooney, you are both right and wrong. The government, the opposition, and other parties within the Senate have clearly indicated a preference for judges. Undoubtedly, in the hierarchy of choice we as a Senate prefer judges ahead of other persons with legal training to issue warrants. That has been unequivocally stated in this chamber. But you are also wrong in this sense: 16 members, the President and the presidential members of the AAT, are also judges; therefore they feature in the hierarchy.
