—I have a question for the Parliamentary Secretary to the Treasurer (Senator Campbell). Senator Harradine has indicated his position in respect of the functions. Could I ask: did EPAC or the Bureau of Industry Economics have the same powers in respect of part 7, which relates to offences? I assume they did not, but I would just like confirmation that neither EPAC nor BIE had what we consider to be very extensive powers. I know the old Industry Commission did, but as I understand it we are conferring the same powers of the old Industry Commission on a new body which has much greater scope and functional responsibility.
