Senator MURRAY(9.37 p.m.) —I wonder, for the benefit of some of those participating in and listening to this debate, if I should remind senators that it is our understanding that the only Industry Commission report that has really differed from the Treasury line is the R&D report. Treasury won the day, rejected it and still cut the concession. We should also bear in mind that the most valuable advice to government has consistently come from private task forces. Of those, the most recent we can mention are those led by people such as Mortimer, Goldsworthy or the MTIA people. Those have always been available to government and will continue to be available to it.

But from within government there has been very limited contrary advice to Treasury, and it is our opinion that the Industry Commission can be characterised, by and large, as an echo of Treasury—Treasury in stereo. We would much prefer Treasury to speak with one loud and unconfused voice as opposed to disseminating it through various speakers and getting a muffled version of it coming back to us. I suggest that this amendment of Labor's does go at least some way to trying to deal with that problem.
