The ACTING DEPUTY PRESIDENT (Senator Crowley) —The standing orders do advise senators that reading their speeches is unparliamentary but, over the years, we have allowed the practice of speaking from copious notes and, I think, we have allowed that there may sometimes be a circumstance that we had not anticipated. I note the comments by Senator Margetts about the possibility of losing her voice. I also make the comment that it is quite clear that a speech that is not entirely read often has a particular and attractive flavour in the Senate chamber. But I remind senators of the standing order and urge them, as much as possible, to use notes rather than written speeches.
