Senator MURRAY(6.32 p.m.) —Minister, I am trying to be helpful to the Senate. I spent 20 minutes, or whatever it was, with your advisers today on this very point. Regrettably, I have heard nothing from your point of view which alters my view. It is not regardless; it is the fact that I am at the culmination of a long process. You should be glad that you have won two out of the three. By your lights, No. 3 is the best option for you.
