Senator MURRAY(6.28 p.m.) —Let me put it in a different way. For someone who was in the industry and was a bona fide prospector and had disposed of their assets in the normal way up to and including 20 August 1996, there is no question that the law, as it always was, applied. For someone subsequent to that date who still has to dispose of their assets, the intention is that the amendment offered by Senator Cook would alter the definition. The reason for that is so that anybody in that circumstance would be capable of enacting a contingent sale.
