Senator HARRADINE(9.51 p.m.) —I can understand the point that is made by Senator Minchin. It may well be seen by some in the government that those are not neutral words and may not in fact reflect in totality the bill as currently amended. Also, I am rather hesitant to support amendments to legislation which have words such as `it is hoped that'. Legislation normally should be clear and concise. I do not like the words `it is hoped that'. Notwithstanding those two points and to allow the government to come back with perhaps a suitable amendment to this, I think the merit in this proposition is that in general it does put forward a preamble that is somewhat fuller than that which is currently in the bill. Therefore, I will support this proposition.
