What I have told you is that the government has concluded that those most in need are those on benefits and young Australians. Those not on benefits, it has been concluded by the social security system, which you have had a hand in shaping, are less in need than those on benefit. There is the answer for you, Senator. If someone is on a benefit, the social security system, devised by this parliament, has decided that they are the most in need and they are the people that we will put first.
