Senator MARGETTS(5.33 p.m.)
—I am interested in this issue as well. If the amendment simply defines or makes a legitimate effort to ensure that legitimate mining activities are not excluded simply because, for example, a beneficiation plant is sited on freehold land rather than leasehold land, that might be a reasonable thing to do, if that is the case, and it is just a matter of clarifying it. The parliamentary secretary has indicated that the amendment will extend the scheme, but unfortunately he has not given us any more details in relation to what this extension means, how it is extended and what are the financial implications of this extension so that I can get an idea—because I really want to listen to the debate—of how this is likely to be extended as a result of what Labor are calling a clarification of the definition.
