Senator PARER (Minister for Resources and Energy)(12.18 p.m.)
—Just to go back to Senator Cook—we will get on to the other one later about the work boats—let me just say that fishing is an eligible activity and we do not differentiate.
The other point you raised was about international vessels coming in. I understand that most international vessels do not use diesel; they use fuel oil. They get it duty free. Hence, if they are an international vessel coming in, they get it duty free anyway. As you know, you either pay customs or excise. That is where it sits.
Perhaps it is best not to delay this. I was going to go into the whole process of the tuna fishing agreements. Basically, let us say that it is to our advantage. There is a quota there, determined by scientists after a lot of fighting. What quota we cannot use is the one that ends up with the Japanese or the New Zealanders or whatever.
