Senator PARER (Minister for Resources and Energy)(12.11 p.m.) —Yes, I would. I believe that the current situation—and as you said yourself when we adjourned before—is that vessels actually can buy fuel without excise, but when they come into our ports and buy it, they are eligible for the rebate. In response to Senator Cook, this applies in other countries as well. I gave that little example of the view of the Australian fishermen up around Cairns who claimed that they could just toddle over to New Guinea, establish themselves there and buy it without excise.
