(Question No. 592)


Senator Brown asked the Minister for Resources and Energy, upon notice on, 13 May 1997:

(1) (a) How much has been spent on the MEGABARE and GIGABARE model each year, and in total; and (b) what amounts have been spent on model development, `truthing' and promotion, including overseas trips.

(2) (a) What is the name and address and major activity of each company which has contributed to funding the models; (b) which companies are involved in the coal or oil industry; and (c) how much was contributed by each company in each year.

(3) Where funding is contributed by industry, what terms of reference, contractual arrangements, conditions on the use of money or information or other conditions apply.


Senator Parer —The answer to the honourable senator's question is as follows:

(1) (a) I am unable to provide you with the total cost of the development of MEGABARE and GIGABARE as work on this series of general equilibrium models is the culmination of many years of research and development undertaken by a number of research organisations and academic institutions.

However, the amounts spent by ABARE on research work directly related to the development and use of these models over the past four years are as follows: 1993-94—$737 793; 1994-95—$795 924; 1995-96—$1 220 041; 1996-97—$2 052 136.

(b) With regard to your request for a breakdown of the model development costs; ABARE identifies `truthing' as an integral aspect of model development and does not separate these costs from the amounts detailed in my response to the first part of your question. Similarly, the promotion of both GIGABARE and MEGABARE is undertaken jointly with the presentation of ABARE's climate change research results and a breakdown of these figures is not available.

(2) (a) The names and addresses of organisations that have contributed to the development of either the MEGABARE or GIGABARE models are listed below.

(3) I have provided the honourable senator with a copy of the terms of reference for the development of the MEGABARE model at attachment 1 and for the development of the GIGABARE model at attachment 2. In addition a copy of the of standard membership document for organisations choosing to participate in the GIGABARE modelling consortium is at attachment 3. There are no additional conditions attached to the use of money received by ABARE or the use of information provided to consortium members. ABARE retains full authority over all decisions relating to the development of the model and to the research what is undertaken with it.
