—I am interpreting the question technically because in terms of wanting to get the best answer you may prefer to ask the other minister depending on the question. In terms of technical responsibility, I think it is the environment minister because the environment minister is responsible for the legislation.
If the questions are specifically related to a program that was primarily administered by the primary industries minister, such as landcare, you might prefer to ask that minister the question. But if you got up and said, `I want to ask it of Hill because Hill is responsible for the legislation,' then I will do my best to answer. Because I will now have a greater degree of input into the landcare program, particularly towards the biological diversity objectives, than has ever been the case in the past, I think I would probably be in a better position to answer the question than any previous environment minister.
