Senator HARRADINE(6.13 p.m.) —Minister, that was not my intention. I did hear what you said. You did explain it, but it did not convince me. Established has its ordinary meaning. Presumably an employer will not establish an RSA if the RSA is not going to be utilised. Surely the employer would seek from the employees permission to have the money paid into the RSA. Surely no employer would just establish an RSA without having it operated. I am supporting the amendment that has been moved by Senator Sherry.
