Senator ALLISON —I give notice that, on the next day of sitting, I shall move:

That the Senate—

(a)   notes that:

   (i)   approximately 500 Victorian school principals voted unanimously, in the week beginning 16 March 1997, to forgo annual bonuses by refusing to submit performance plans for their schools to the Department of Education,

   (ii)   the principals argued that performance targets are rarely based on qualitative aspects of performance, and

   (iii)   due to ongoing cuts to school budgets and lack of clarification of the exact nature of performance targets, the 15 per cent bonus entitlement is no longer an achievable target for most principals, despite working much longer hours than previously; and

(b)   acknowledges that performance-based contracts for public servants are largely inappropriate and unworkable.
