Senator MURRAY(5.15 p.m.) —The opposition and the Democrats have made the case that raising fees and charges could have the effect—and we feel it will have the effect—of reducing the ease and the access of people to the court system. The states and the Commonwealth have different filing fee costs and charges. Has anyone from government or government departments examined whether that contributes to greater or lesser usage of the courts? In other words, what effect do different charges and fees have on court access? Is it known?
