Senator HARRADINE(1.36 p.m.) —I point out to the minister that clause 2-30 is headed `Gaps in the numbering'. The committee will have noticed that there are huge gaps in the numbering. On page 7, for example, the first item is 2-25, the next item is 2-30, the next item is 2-35, the next item is 2-40 and the next item is 2-45, et cetera. Clause 2-30 says:

There are gaps in the numbering system to allow for the insertion of new Divisions and sections.

Except where the gaps follow a regular pattern, notes are included at the end of one group of units to indicate the number of the next unit.

Why is this, Minister? Are you expecting a huge number of amendments to this legislation? How many new sections are actually planned by this government?
