Senator CARR(8.30 p.m.) —The opposition initiated this process to get agreement. It was here, Minister. We did so because we acknowledged that there were difficulties in the legislation. We were prepared to support the Greens' amendments. We did propose, as a consequence, that it would be better if there was discussion outside the chamber to reach agreement.
