Senator CAMPBELL (Parliamentary Secretary to the Minister for the Environment and Parliamentary Secretary to the Minister for Sport, Territories and Local Government)(7.06 p.m.) —I think you would agree with me that the commission would be able to enforce an effective outlawing of that. But with this provision 3(e) working with the other provision then it must have regard to doing that. That is the intention.
