Senator CAMPBELL (Parliamentary Secretary to the Minister for the Environment and Parliamentary Secretary to the Minister for Sport, Territories and Local Government)(5.28 p.m.) —In relation to `establish and maintain', the establishment processes remain as they are, that is, the initiating mechanisms are the same. So you could have a log of claims. In relation to the safety net and the establishment of the safety net, they are as they are set out in the bill. They are very similar to the sorts of words that were included in a number of the Keating Labor government's submissions, for example, to the Australian Industrial Relations Commission, very similar in wording to the statements made in Working Nation, and words repeated in the ALP's January 1996 policy statement, where the concept of providing a safety net of minimum standards by the award system was repeated.
