Senator CAMPBELL (Parliamentary Secretary to the Minister for the Environment and Parliamentary Secretary to the Minister for Sport, Territories and Local Government)(6.00 p.m.) —I think the assurance you are seeking is understood. Clearly, the government wants to make this legislation work and make it work well. We want to put all of those arrangements in place before the act commences, particularly for Senator Margetts's queue that she is envisaging—probably in Kununurra, are you thinking, Senator Margetts, or somewhere else?

Senator Margetts —Karratha.

Senator CAMPBELL —Karratha maybe. We obviously want to make sure that all of those arrangements will be put in place before that is the case. The government is quite keen to make sure that, when this is implemented, it is a roaring success and it all fires up and works like a well-oiled machine. That is the intention and I think that is the assurance you sought.
