Senator JACINTA COLLINS(4.20 p.m.) —In response to Senator Campbell's response to my interjection earlier, there are several areas where we are actually still waiting for responses to questions. I think Senator Campbell might have implied earlier that some of the answers we were seeking were ideological in nature and that we were not going to get anywhere pursuing those avenues. But I would like to go back to one clear area at least, because there are some technical aspects of the bill that pertain to this proposed change in the objects.

In the current act, the objects refer to awards without prescribing them just as minimum safety net awards, which is currently being proposed. Relevant in that sense and relevant to the objects, we need to look at how awards are proposed to be restricted. In the agreed Democrat-government position, dealing with proposed section 89A, we have the introduction of a new word, and I think that the government should at this stage give us some indication of how they propose it to be regarded or defined or what it should mean. I ask the parliamentary secretary to please inform us how we are meant to regard an `exceptional' matter when we take into account this change in the objects in terms of their now just referring to minimum safety net awards.
